  4. Lower the heat to a simmer, and cover for 1 1/2 hour.
  5. Uncover the Dutch oven, ads in the carrots, potatoes, and onions, and then simmer covered for an additional 30 minutes.
  6. Combine the flour, water, remaining basil, thyme, garlic powder, parsley, and salt in a bowl, and then add it in the Dutch oven.
  7. Bring to a boil for 2-3 minutes, then remove from the heat. Serve and enjoy :).
